If I'm going to donate (or possibly waste) 20 minutes of my life to a stranger on the phone, I'd like to know who will use the info and how. I don't trust spin doctors, and I'm not interested in donating my time to helping an unknown political agenda or to sell products.

From those surveys which I HAVE participated in, political agendas have often shown in the questions asked and in the phrasing. So I usually decline. Ironically, I may have declined on this very survey.Anonymousnoreply@blogger.comtag:blogger.com,1999:blog-5666195730630249633.post-6662390256137440302017-01-07T15:34:27.824-08:002017-01-07T15:34:27.824-08:00Thank you! I'd searched for this the other day and either failed badly on the googling, or the City just created the page and posted the document. Glad you found it.Salem Breakfast on Bikeshttps://www.blogger.com/profile/15618055627843335993noreply@blogger.comtag:blogger.com,1999:blog-5666195730630249633.post-75676778877797860812017-01-07T15:07:00.013-08:002017-01-07T15:07:00.013-08:00FOUND IT!! http://www.cityofsalem.net/CityCouncil...FOUND IT!! http://www.cityofsalem.net/CityCouncil/Pages/SalemStrategicPlan.aspxSarah Owenshttps://www.blogger.com/profile/10670638467098084500noreply@blogger.comtag:blogger.com,1999:blog-5666195730630249633.post-8629397576949715782017-01-07T09:18:47.967-08:002017-01-07T09:18:47.967-08:00The thing is - and this might be a totally errant ...The thing is - and this might be a totally errant belief! - is that things at the Budget Committee will filter up to Council for direction/confirmation and then go back to the Budget Committee for more work.

It remains surprising that there was no Staff Report, even as "information only," for Council on this project.

Also, and this might be a separate post, there is a whole lot of policy language in the Comprehensive Plan that addresses many of these topics. So why isn't the Comprehensive Plan used more often/more effectively as a set of high-level policies and values used to shape budget choices?

This is something of a free-floating, autonomous project, and it curious in that way!

Thanks for the additional info!Salem Breakfast on Bikeshttps://www.blogger.com/profile/15618055627843335993noreply@blogger.comtag:blogger.com,1999:blog-5666195730630249633.post-80601926023373191452017-01-07T06:10:34.108-08:002017-01-07T06:10:34.108-08:00"At least from here the whole thing has seeme..."At least from here the whole thing has seemed a little strange. If Council authorized it, we all missed it."

It was discussed at length at the November 16 Budget Committee meeting -- because the perceived need for the SP is as a tool for the budgeting process, which is not surprising to anyone who's ever watched the "wish list" formed and/or its projects funded according to who shows up at meetings.
